Mission Justification

Command Review

ICHOR Command received a direct, encrypted communication from an entity identifying as Roger "The Undertaker" Blackwood (male, late 60s), a known figure in the Tombstone, Arizona criminal underworld. Blackwood proposed the voluntary surrender of an object with confirmed paranormal properties. His terms were:

  1. We were to arrive at a designated location with a signed, pre-approved legal immunity waiver.
  2. We were to "play his game" to earn the object.

Given the high potential of acquiring a new EXO, Command approved the mission.

Special Commentary

SRO Territory

The operation took place in territory under the unofficial purview of the Special Research Office (SRO). Intelligence confirmed that SRO had previously attempted a forced acquisition from Blackwood approximately one month prior. Their mission ended in failure. SRO field reports, acquired through [REDACTED], were unanimous: their agents' projectiles seemed to actively divert or fly past Blackwood, making it impossible to land a shot, despite their advanced training. In contrast, Blackwood's return fire was lethally effective. Standard protocols for operating in SRO territory were in effect.

Mission Debriefing

Field Notes

Agent West and I arrived at the designated neutral location, the "Salty Dog Saloon". Blackwood was not present. A table had been reserved in the name "Blackwood"; on it lay a single flash drive with a note: "Watch me."

As we secured the drive, two individuals entered the saloon. I identified one as SRO Agent Ryland, whom I had encountered during a [REDACTED] operation. They approached our table, stating they were there to meet Blackwood and demanded the drive. Citing the public setting, I refused. After a tense standoff, Ryland's team disengaged, but established surveillance outside.

In our vehicle, Agent West analyzed the drive's contents: a single video file. The footage was from a body camera, showing Blackwood's perspective as he single-handedly neutralized a rival crew. The effect was undeniable: enemy fire consistently went wide, striking inches from Blackwood. His own marksmanship was efficient, but not superhuman. A notable anomaly occurred: upon each confirmed kill, the video feed experienced a half-second burst of white noise and visual static. The footage ended with Blackwood placing an envelope on a body. We understood this was the next step.

Agent West managed to locate the warehouse from the video. The scene was as depicted. In the specified envelope was a note: "Rooftop, Grand Tombstone Hotel. I'll be waiting. Lose your tail first."

As we secured the note, Agent Ryland's team arrived. They demanded the envelope, citing jurisdictional authority. I refused. Fire was exchanged. The engagement was cut short by the unexpected arrival of local law enforcement, forcing both our teams to scatter. We spent the next two hours executing counter-surveillance maneuvers to successfully break contact with the SRO pursuit team. Agent West demonstrated exceptional resourcefulness in planning our evasion route.

We proceeded to the hotel rooftop. Blackwood was waiting. After a brief conversation, he reached into his breast pocket and produced what looked like a simple playing card. He called the object the "Ace of Spades" and noted it was quite useful in a firefight, as we had likely gathered from his video. He slid it across the table. Following protocol, I retrieved it with gloved hands and immediately placed it in a Non-Verified EXO Containment Case (NVECC). We provided him with the signed waiver.

We then engaged him regarding the secondary objective. Blackwood provided limited clarification before vanishing using a second EXO. Concurrently, he used what appeared to be a third EXO to neutralize Agent West, who attempted to apprehend him. The incident warrants further analysis; a full transcript of my bodycam recording is provided in Appendix 2 for this purpose.

[00:00:00]Subject Blackwood enters warehouse. Seven (7) hostiles are visible, armed with a mix of handguns and automatic rifles.
[00:00:18]Hostiles open fire. Blackwood takes cover. Multiple rounds impact his cover, but all direct shots miss.
[00:00:35]Blackwood engages, neutralizes Hostile 1 with a single shot to the chest. [STATIC BURST 0.5s]
[00:01:02]Blackwood flanks two hostiles. They fire at near point-blank range; all shots miss. He neutralizes Hostiles 2 and 3. [STATIC BURST 0.5s x2]
[00:01:45]Remaining four hostiles provide concentrated suppressing fire. The effect is akin to a "bubble" of safety around Blackwood. He advances calmly.
[00:02:10]Blackwood neutralizes the remaining four hostiles in quick succession. Each neutralization is followed by an identical static burst on the feed.
[00:02:47]All hostiles confirmed neutralized. Subject places an envelope on one of the bodies. End of relevant footage.

Appendix 2: Bodycam Transcript

Agent Kestrel
[Scene Start]
The rooftop of a high-rise hotel. A cheap plastic patio table and two chairs are positioned near the stairwell bulkhead. Roger Blackwood, a heavyset, gray-haired man in his 60s with a prominent mustache and an expensive suit, is seated in one chair. Agent Kestrel takes the other. Agent West positions himself behind Agent Kestrel.
BlackwoodYou're better than they are. I figured you would be. A thing like this... (he gestures towards the NVECC) ...it's a young man's game. My luck's about to run out one way or another. Better to cash in my chips while I still can. This one shouldn't be left in the hands of brutes or fools.
Agent KestrelWhat do you mean by "this one"? Are there others?
BlackwoodAll in good time. First, you must ask me about my little game. You were planning to, weren't you?
Agent KestrelVery well. Why involve two different... interested parties?
BlackwoodI put out feelers for "collectors of the strange", and I got two contacts. Just numbers, no names, no affiliations. Don't worry, your secrets are safe with me. I couldn't decide who was more worthy. So, I let you decide for me.
Agent KestrelWho provided the contacts?
Blackwood(Smirks) A man named Craig Batstone. Thought the name might ring a bell.
Agent KestrelWhy are you telling us this? Why burn your source?
Blackwood rises, raising a hand to retrieve something from his breast pocket.
BlackwoodHe charged me a price for those two numbers. Let's just say I don't care for the terms of his payment. I always settle my debts, one way or another.
Agent KestrelNow, can we return to your hint about "this one"?
BlackwoodBut of course. One hint deserves another. Let me show you something... But please, no sudden moves.
Agent KestrelThat depends on what you're...
Blackwood reveals the object from his pocket: another card, the Ace of Clubs.
Agent KestrelYou have another one? Blackwood, wait...
Blackwood flings the card at the wall. A door materializes in the wall, visually identical to the stairwell bulkhead door.
Agent KestrelHalt! Don't move!
Blackwood walks to the door and starts to open it.
Agent KestrelWest! Take him!
Agent Kestrel rises. Agent West lunges forward into the camera's view, reaching for Blackwood. With a lightning-fast motion, Blackwood produces another card from his breast pocket and flings it at Agent West. Agent West vanishes. In his place is a single, man-sized playing card: the Jack of Clubs. The card depicts Agent West, his mouth open in a scream. The card shrinks to a standard size and flutters to the ground. Agent Kestrel stoops to retrieve the card. Meanwhile, Blackwood steps through the doorway and closes the door behind him. The door vanishes, leaving only the solid wall.

To: Marcus (Head of Internal Affairs)
From: Director Gamma
Subject: Batstone

Marcus,

Kestrel's report from Tombstone is as bad as we feared. It's him.

We all remember the mess when he ran to the SRO. We dealt with the fallout, we made our arrangements, and we moved on. We wrote him off as their problem.

But now? Blackwood's testimony confirms he's not with them anymore. He's a free agent, selling our secrets to God knows who. Who is he working for now? That's the question that should be keeping you up at night. He knows our protocols, our assets... he knows about people like Kestrel.

This is a fire we have to put out. Now.

I'm authorizing Operation GHOSTWALKER. Find out who Batstone is reporting to. Find out what he's sold. And then bury him so deep no one will ever find the body this time.

This is Zero Priority. You know what to do.

Appendix 6: Supplemental Report

Research Addendum
Supplemental Report
EXOID Ace of Spades

Sr. Researcher Aris
Subject
Incident Report 1913-N

Incident Summary

During a routine containment rotation, researcher Nortar reported a visual anomaly regarding EXO-1913 ("Ace of Spades"). While transporting the NVECC unit, Nortar noted that the corner indices of the card appeared to shift from "Spades" to "Clubs" for approximately three seconds before reverting.

Initial mental health screening for researcher Nortar returned negative for hallucinations. A review of the facility logs revealed that at the exact moment of Nortar's observation, EXOID Jack of Clubs was being transferred through the adjacent secure corridor, separated only by a standard concrete partition.

Proximity Trials (Log 1913-Delta)

A controlled proximity test was authorized to verify the "Sympathetic Entanglement" hypothesis.

Test Condition

EXOID Ace of Spades and EXOID Jack of Clubs placed within 1.5 meters of each other behind ballistic glass.

  • Observation A (The Ace) The "glitch" state became permanent while in proximity. Corner indices entered a state of rapid flux, vibrating between Spade and Club. To the naked eye and standard cameras, this manifests as the "bifurcated suit" documented in the attached image.
  • Observation B (The Jack) The depiction of Agent West within EXOID Jack of Clubs reacted. The static image, previously frozen in a scream, shifted abruptly. The figure is now depicted pressing its ear frantically against the inner border of the card, eyes wide and unblinking, as if trying to listen to the Ace.

Conclusion

The objects are linked. The "Ace" appears to be reacting to the trapped Agent, or vice versa. However, no audio or other communication has been established.

Recommendation

Further proximity testing are approved, but extreme caution is advised.
